The Particular Security Problem of a Siteler Workshop

Say Altındağ and Siteler comes to mind first. The largest furniture manufacturing area in Türkiye, Siteler is a fabric of thousands of workshops, timber stores and part-finished stock yards packed into one another. The security problem here is not the one big factories have: plots are small, streets are narrow, neighbouring walls are shared and material usually waits out in the open.

In this fabric, enclosure means protecting a cramped area at its weakest point far more than ringing a large site. The rear wall of a workshop, the canopy of the store next door or an empty frontage onto the street can matter more than the whole of the rest of the line. The right approach in Siteler is therefore not to run one uniform height around the entire boundary, but to strengthen the point where the risk collects.

Another reality on small plots is that the enclosure is rarely built from scratch; it goes on top of something already standing. Walls, canopies and eaves added over the years will not let the line run straight. Measuring in Siteler is therefore not a single length but a list put together piece by piece.

Choosing a Gate on a Narrow Street

Street widths in Siteler decide the gate directly. A swing leaf that opens outwards spills into the street; it blocks the workshop opposite and gets in the way of a vehicle loading. Where the gate opens therefore matters more than how many metres wide the opening is.

If there is a clear run alongside for the gate to slide into, a sliding gate suits, because it takes up no street space at all; the ground the track is laid on has to be even, though, and sawdust and offcuts must not be allowed to build up on the track. With no run to slide into, a swing solution is unavoidable and the leaves have to be planned to open inwards. Leaving a separate pedestrian gate for the staff movements that happen all day stops the main gate being left open.

There is a third constraint on gates opening onto the street: the kerb. Kerb height sets the ground clearance of the gate, and a leaf that rides up over the kerb blocks the footway. When measuring, note the kerb height alongside the gate opening, plus any manholes or drainage gratings in the ground.

Enclosing an Open Stock Yard

In furniture manufacturing, timber, board, profile and part-finished goods usually wait outside the workshop. This material is bulky and, because it can be carried away, it makes a target. Two things are wanted when an open stock yard is enclosed: a line that stands up to the pressure of the material, and one that stops material being passed out from inside.

If the weight of a stack gradually pushes the line outwards, the posts are what bend first. Post spacing is therefore tightened along the stock yard boundary and braces are used where needed. Where a flexible, economical boundary is wanted, galvanized chain link fence is put up together with its line wires; where a more rigid line that stands dead straight is wanted, panel systems come to the fore.

The height decision is made differently at a stock yard boundary as well. A height chosen to stop people getting through may not be enough to stop material being passed over the top; long profiles and boards can be lifted across the line. On the faces where that risk exists, raising the line works better than adding a top layer.

Where timber-based material is concentrated, the second risk is fire. It matters that the enclosure leaves at least one opening that can be got through quickly; a completely closed area with a single entrance may look secure, but it makes an emergency response harder.

Getting Across from a Shared Wall or Canopy

In the old fabric of Ankara, buildings lean on one another. Anyone who climbs onto a workshop roof, canopy or wall can cross into the neighbouring plot unnoticed. This is the most overlooked risk in Altındağ; the street frontage looks secure while the weakness sits at high level.

Added on top of an existing wall, flat wrap razor wire takes up little room in a tight space and makes crossing from above difficult. When fitting it, keep it off the boundary with the neighbouring plot and, where there is foot traffic below, keep it at a height that carries no risk of contact. Work like this is done without dismantling the existing line, so it usually involves short runs.

Neighbours are a separate heading in high-level measures. On terraced premises the ownership of a wall is often unclear, and something done one-sidedly causes arguments later. Talking to the neighbour before the work is always cheaper than having to take it down afterwards.

Demountable Solutions on Refurbishment Work

Refurbishment and demolition go on continuously in the old building stock of Altındağ. There is no point investing in a permanent line fixed into the ground on an area that will be cleared in a few months.

In these cases temporary fence standing on its own feet is used; when the job finishes it comes apart and moves to another site. On streets busy with people on foot the line has to be weighted against being pushed over and the panels clamped to one another. Where it spills into the street, keeping the pedestrian route open must not be overlooked either.

The longer a temporary line stays up, the more the residual value of the material comes into play. A system that comes apart and travels is used again on another site; a permanent line set into the ground is largely a loss when it is taken out. On short jobs that difference can weigh more than the initial outlay.

Around Hacettepe and Institutional Boundaries

The other face of the district is its campuses and institutional grounds. Around the Hacettepe campus the boundaries look onto streets busy with people on foot. What is wanted from the enclosure there is to order the movement without giving the impression of a hard barrier.

On pedestrian frontages the preference is generally for systems with a clean line, easy upkeep and a coated finish. Panel fence answers that need; the height is chosen to suit how the ground is used, and crossings are gathered at set points so that uncontrolled short cuts do not form.

Where footfall is heavy, the points at which the line starts and ends need particular care. An exposed line end turns into a short cut in no time and makes the whole enclosure pointless. How the ends tie into a wall, a building or a gate should therefore be settled at the outset.
